Based on a rich research base, BASCOM brings pedagogical theory to the information age. Utilizing a proven CIPA compliant technology, the Global Chalkboard provides the framework for teachers to find Internet resources, align them to state standards and local curriculum, and deliver focused Web-rich lessons. BASCOM Education Services combines the principles of adult learning theory with the practical experience of veteran staff developers to present engaging workshops that help teachers to immediately integrate the Internet into classroom instruction.
With this clear focus on enhancing curriculum, funding for the Global Chalkboard and BASCOM Education Services may be available through various titles of the No Child Left Behind Legislation.
As a CIPA compliant tool for curriculum, instruction, and professional development, the Global Chalkboard and BASCOM Education Services meets many of the goals and purposes of the federal No Child Left Behind legislation.
Title I-A — Improving Basic Programs Operated by Local Educational Agencies
Many educators in high needs areas recognize the Internet as a great instructional resource. The problem is how to harness the Internet's potential while insuring that it is used for curricular purposes. The Global Chalkboard empowers educators to provide focused activities for students while aligning these curricular activities to state standards and local curriculum. The Global Chalkboard transforms the broad Internet into efficient classroom resources for curriculum, instruction, and assessment by framing all Internet access within the context of teaching and learning. BASCOM Education Services, the professional development component of this solution, goes beyond product training by instructing participants how to utilize the Internet for student achievement in specific content areas, especially English Language Arts and Math.
Title II-A — Teacher and Principal Training and Recruiting Fund
"The Improving Teacher Quality State Grants program increases student achievement by elevating teacher and principal quality through recruitment, hiring, and retention strategies. The program uses scientifically based professional development interventions and holds districts and schools accountable for improvements in student academic performance." Technology, especially the Internet, has become a core part of the teaching and learning environment. Many teachers and principals express greater job satisfaction when they are able to become conversant in the latest technological advancements. BASCOM Professional Development is based on contemporary adult learning theory and provides hands-on experience with tools used to integrate technology into the curriculum to increase teacher effectiveness and student achievement.
Title II-D 1 & 2 — Enhancing Education through Technology
The goal of Title II D "is to improve student academic achievement through the use of technology in elementary and secondary schools." The Global Chalkboard is an essential component of any school technology plan that seeks to unite curriculum, instruction, assessment, and professional development. The Global Chalkboard provides the framework for students to acquire information from Internet resources through tailored lessons and open-ended research-skills that are essential for the 21st century. While the Global Chalkboard offers the opportunity for students to become technologically literate, it does not stop there; instead, it moves students into the heart of content areas. The Global Chalkboard enables teachers to find pertinent Internet resources; align these resources to curricular goals, objectives, and standards; and deliver lessons replete with Internet resources as an engaging interactive learning environment. BASCOM Education Services provides true professional development that focuses on both the how and why of technological integration into curriculum.
Title IV-B — 21st Century Learning Centers
"The 21st Century Community Learning Centers program provides services, during non-school hours or periods, to students and their families for academic enrichment, including tutorial and other services to help students, particularly those who attend low-performing schools, to meet state and local student academic achievement standards." Non-school hours present a particular challenge to keep students learning. With the Global Chalkboard, the same Internet-rich content that is used by students during the course of the school day is provided to them during non-school hours, creating focused and on-task learning experiences rather than unproductive Internet surfing. The Global Chalkboard is the centerpiece of a 21st Century Learning Center focused on academic achievement. BASCOM Education Services provides staff the necessary knowledge and skills to craft curriculum-based lessons for adults and children.
Title V-D-6 — The Jacob K. Javits Gifted and Talented Students Education Act
"The Jacob K. Javits Gifted and Talented Students Education Act supports research, demonstration projects, innovative strategies, and similar activities to help elementary and secondary schools meet the special educational needs of gifted and talented students." BASCOM's Lesson Creator empowers teachers to offer individualized instruction within the larger classroom setting. By focusing the Internet on instructional goals, the Global Chalkboard allows gifted students to explore the vast reaches of the Internet while remaining focused on learning objectives that correspond with their talents. Each student can work on a specific project tailored to his or her particular strengths and weaknesses whether in a standard classroom or a separate specialized gifted and talented program.
Title V-D-11 — Community Technology Centers
"Increasing community access to technology and opportunities to enhance technological proficiency supports learning inside and outside the classroom as well as broader community improvement." The Internet is a key component in all modern technological centers. Managing Internet resources for the diverse needs of many audiences — from students and parents to those honing their skills for the 21st century workforce — presents challenging obstacles. The Global Chalkboard delivers unprecedented flexibility in customizing each person's experience of the Internet, including focusing content for curriculum and school work or job skills and career advancement. BASCOM's Web Library allows the home, school, and community to share the same Internet resources, empowering the community technology center to provide those who do not have computers at home with equal access to the resources used at school. The Global Chalkboard also provides students at the community technology center the ability to work on the same Internet-rich lessons used in classrooms during the course of the school day.
